Introduction

The Cluster Working Group on Logistics examined a number of logistics-related issues such as gaps, existing inter-agency mechanisms and government and private sector resources for emergency response.

Global Logistics Cluster Lead

WFP is the global logistics cluster lead.

There is a global logistics cluster support cell in Rome comprising of logistics officers from WFP, Action Contre La Faim, UNICEF, World Vision International and Care International.

The support cell carries out the work required to lead the logistics cluster; providing strategy and policy guidance, surge capacity for response to new cluster activations and operational support.

Cluster leadership at field level is generally the same as at global level. However, in exceptional circumstances where WFP is unable to fulfil this role at field level, another field level cluster lead agency/organisation can be allocated the responsibility.

Reporting Lines

At field level, the logistics cluster reports to the HC/RC. There is a technical reporting line between field level logistics clusters and the global logistics cluster support cell (based in Rome HQ). The global logistics cluster support cell provides guidance and support to field level logistics clusters.

In the field, logistics cluster operations are expected to:

I. Fill logistics gaps and alleviate bottlenecks
II. Prioritize logistics interventions & investments
III. Collect/share information & assets
IV. Coordinate port & corridor movements to reduce congestion
V. Provide details of transporters and rough indication of market rates
VI. Provide guidance on customs issues
VII. Provide information on equipment and/or relief items suppliers

The United Nations Joint Logistics Centre (UNJLC) is an inter-agency Humanitarian Common Service mandated to provide logistics information management support and services. UNJLC operates under the custodianship of WFP which is responsible for its administrative and financial oversight.

Where a field logistics cluster is activated, UNJLC provides information management services in support of the logistics cluster operations. At a global level, UNJLC also provides information management services through the administration and support of the global logistics cluster website:
