The Emergency Shelter Cluster Working Group’s workplan for 2007 is a continuation of the work undertaken in 2006, and is based on agreement between the cluster members. The cluster has identified nine areas where additional work has to be undertaken in order to achieve the goal of improving effectiveness and service provision within emergency shelter – areas where the global cluster will focus its work:
An overall strategy as well as guidelines for assessments and impact indicators will be developed. Common Emergency Shelter and NFI standards will be agreed upon, with guidelines for climatic variations developed. Stockpiles will be increased, and stockpile management improved. More personnel will be trained for coordination and expert functions in emergency shelter, and an inventory of rosters developed. In order to do this, training modules are under development, and training sessions will be held throughout the year, starting in April. Risk mapping will be linked to emergency shelter, and risks identified within the sector for contingency planning. Guidelines on the environmental impact of emergency shelter and their reduction will be developed. Last, but not least, a data management tool will be developed to facilitate better coordination in the field.
Projects covering the activities within each of these areas have been developed and are led by a focal point together with a group of project agencies.
