Introduction - Rationale

The IASC Humanitarian Response Review of August 2005 stated that in the WASH sector “it is unclear what kind of trained staff if any is actually available in each agency; very few organizations have professional water and sanitation personnel engaged full-time, or even part time. Few personnel are trained and immediately available on a regional or local level".

Aim

The overall purpose of this project is to increase the timeliness and effectiveness of WASH responses to humanitarian crises by increased capacity of WASH human resources.

Outputs - Content of Project
Phase I of the project has focused on increasing the number of trained WASH specialists available within humanitarian agencies for future emergencies, and on setting out a training and learning strategy for a further programme of WASH specific training and learning. Activities included:
 
1) Carrying out an Initial Learning Needs Assessment - which included mapping existing WASH emergency training needs and initial further training gaps;
2) Developing materials for 4 half-day, and 1 full-day, courses to be used at the onset of an emergency. Modules include: Excreta Disposal - long-term displacement; Water Supply - long-term displacement; Vector Control; Disaster Waste Management;
3) Running 5-day in-depth training courses with UNICEF regional offices to train a minimum of 60-75 WASH specialists. Materials were develeoped in conjunction with UNICEF regional advisors and RedR India;
4) Carrying out a Detailed Learning Needs Assessment (DNLA) with the aim of reviewing the quality of existing WASH response, developing a detailed capacity gap analysis and make detailed recommendations for a program of WASH training and learning;
5) RedR can now also act as a pool of WASH sector trainers.
 
Phase II of the project will build on the DLNA in developing a comprehensive training programme for WASH professionals:

1) Production of a complete set of inter-changeable technical training modules for all WASH topics;

2) Improve access to the WASH Cluster technical training materials by;
- encouraging translation into priority languages
- using multi media such as videos, CD-ROMs and on-line material
3) Encourage a culture of learning with guidance on coaching and shadowing;

4) Encourage the use of national and regional trainers;

5) Expand and update the current roster of WASH trainers
Timeframe

Phase I is now complete, and Phase II is currently being developed.
