This project is the first of two phases. Phase II may include the purchase of stocks using Global WASH Cluster funds. The main output will be two documents:
1. A global stockpiling analysis report, which will include:
A framework tool developed to map out global and agency WASH stockpiling capacity clearly.
An analysis of current global WASH stockpile capacity
Identification of specific gaps in current global WASH stockpiling capacity
A review of the possibility of sharing the organisation’s agreements with suppliers for emergency WASH materials
Identification of best practices to be employed for stockpiling initiatives which could support global responses
Possible strategies for global WASH stockpile capacity to ensure the right stocks are available at the right time
Recommendations for a list of WASH equipment to be stocked, including detailed specifications for purchase
Options and recommendations for when these stocks should be used, by whom and under what conditions or financial arrangements
Development of a framework which can monitor stockpiling capacity over time including recommendations on when, how and by whom globally available stocks should be monitored
2. A guidelines document endorsed by a maximum number of WASH cluster participants setting out procedures and criteria for when the materials would be used and by whom, and how the stock will be reimbursed and including the following information. Technical, Supply, Logistics.
